As Executive Vice President and Chief Operations Officer of the Caregiver Coalition Fund of America, Mona Gulino brings a distinguished professional career involving the operation of nonprofit organizations, higher education, clinical practice and community services. She has received recognition from the American Heart Association, Nassau County’s Office of the Aging, and the Long Island Family Caregiver Coalition for her countless contributions to their charitable work.
 
Mona Gulino received her Bachelor of Science Degree in Nursing from Cornell University, M.A. from New York University and certification as a Family Nurse Practitioner at Molloy College.  During her over 30 years in higher education, Mona served as tenured professor of Nursing at Nassau Community College and adjunct professor at Molloy College and Western Carolina University.  She has specialized expertise in nephrology, community, behavioral health and hospice nursing.
 
Mona Gulino earned certification as Clinical Hypnotherapist. As Director of Changing Lifestyle Wellness, Inc., she was responsible for the development and application of the extensive wellness programs treating clients with anxiety, depression, addictions, phobias, pain and sleep disturbances.
 
In addition to Mona’s work in higher education, hospitals and private practice, she was co-author and recipient of a grant from the U.S. Health Resources and Services Administration which was awarded nearly $9 million in funding to Nassau Community College (NCC). The grant was designed to facilitate cultural diversity in the nursing workforce. Her commitment to personal and professional excellence is also demonstrated through the many leadership positions she has held within the Nursing Department and College-wide at NCC.
 
Mona Gulino has devoted countless hours and personal resources to community service. She coordinated numerous community and corporate programs and events on behalf of Action Long Island, Hauppauge Industrial Association, Tuesday’s Children and other nonprofit organizations across Long Island.  As advocate on behalf of family caregivers, Mona served as Director of Health and Wellness at Caring For The Caregiver (CCG) and spearheaded the creation of the Long Island Family Caregiver Coalition where she served as Vice-Chairperson of the Board of Directors. During her tenure, the nonprofit organization gained local, regional and national recognition as a model for caregiver coalitions for its innovative infrastructure and strategic design.

Credit for Caring Act of 2024 (S. 3702)

The Credit for Caring Act of 2024 is a bipartisan initiative aimed at supporting approximately 70 million Americans who provide financial care for family members. These caregivers play a crucial role within our healthcare community.

As of this writing (February 25, 2024), the Credit for Caring Act of 2024 is in the legislative process.  It was introduced in the 118th Congress by Senator Michael F. Bennet on January 31, 2024.  If passed, the bill would provide a nonrefundable federal tax credit to working family caregivers who incur caregiving expenses exceeding $2,000 during the taxable year.   The credit would cover 30% of qualified expenses up to a maximum of $5,000.  For taxable years beginning after 2024, the dollar amount may be adjusted for inflation.  The bill has been referred to the Committee on Finance.
